Assessment Appeals Board

The Assessment Appeals Board serves as the Kern County Board of Equalization and determines full cash value of each property for which an application of equalization is made.

Behavioral Health Board

Board of Disabled Access Appeals

The Board of Disabled Access Appeals hears appeals from a decision of the building official relating to application and interpretation of the applicable disabled access provisions of Title 17 of the Kern County Ordinance Code.

Building Appeals Board

The Board of Building Appeals resolves questions relating to suitability of alternate materials and methods of construction; determines reasonable interpretations of the provisions of the Code of Building Regulations, except interpretation and appeals taken under the House Code; and makes recommendations to the Board of Supervisors concerning new legislation consistent with its function.

Children and Families Commission

The Children and Families Commission (also referred to as First Five Kern Commission) implements and carries out the requirements of the California Children and Families First Initiative of 1998 (Proposition 10).

Citizens Advisory Committee on Annexations

The Citizens Advisory Committee on Annexations monitors legislation affecting the annexation process; provides a forum for citizens to discuss annexation issues; monitors local annexation policies and procedures; consults with Local Agency Formation Commission (LAFCO) staff and attends LAFCO meetings regarding annexations; examines annexation policies and procedures of selected California jurisdictions for possible application in Kern County; updates County annexation materials to ensure accuracy; advises the Board of Supervisors on annexation issues

Citrus Pest Control District

The Citrus Pest Control District is tasked with working to eradicate, remove or prevent the spread of any and all citrus pests for the County of Kern.

Civil Service Commission

The Civil Service Commission is to maintain an equitable and uniform procedure for dealing with personnel matters through a Civil Service Commission and to place County employment on a merit basis for the purpose of obtaining the highest efficiency and assuring that the best qualified persons available shall be brought into the service of the County. Responsible for all classified positions, adopting and enforcing rules, recruitment and testing, payroll and records management, classification maintenance and conducting hearings upon appeals from employees.

Commission on Aging

The Commission on Aging acts in an advisory capacity to the Board of Supervisors in the general area of problems faced by elderly, assessing and studying needs of older citizens, and serves as advisory council to Area Agency on Aging for Planning Area 33.

Consolidated Central Valley Table Grape Pest and Disease Control District

The Consolidated Central Valley Table Grape Pest & Disease Control District takes all actions necessary to control, eradicate, remove or prevent the spread of the glassy-winged sharpshooter or Pierce's disease, or other designated pests and diseases injurious to table grapes.

Debt Advisory Committee

The Debt Advisory Committee reviews and revises existing County debt policies, reviews all conduit and land-based financing requests, and makes appropriate recommendations to the Board of Supervisors.

Delano Mosquito Abatement District

The Delano Mosquito Abatement District’s primary objective is the progressive elimination of mosquito breeding places.

Early Childhood Council of Kern

The Early Childhood Council of Kern conducts a child care needs assessment to identify gaps and overlaps in services; sets local funding priorities for the allocation of funds from the State Department of Education which ensures all child care needs are met to the greatest extent possible;

East Kern Cemetery District

The East Kern Cemetery District governs and manages the affairs of the District, guided by laws and regulations as set forth by the Health & Safety Code and by regulations promulgated by the Board of Supervisors.

Emergency Medical Care Advisory Board

The Emergency Medical Care Advisor Board (EMCAB) reviews and evaluates County Emergency Medical Services (EMS) services, facilities, and special problems; reviews and makes recommendations concerning the County EMS Plan; advises the Board of Supervisors and the local EMS director as to any aspect of local EMS programs

Golden Empire Transit District

The Golden Empire Transit District supervises and regulates every transit facility owned and operated or controlled by district, including fixing of rates, rentals, charges and classifications, and making and enforcing regulations, contracts, practices, and schedules for, or in connection with, any transit facility owned or controlled by district.

Grazing Advisory Board (Section 15)

The Grazing Advisory Board (Section 15) makes recommendations to the Board of Supervisors plans or projects of range development and predator control for which money derived from leases under Section 15 of the Taylor Grazing Act is to be expended.

Greater Bakersfield Separation of Grade District

The Greater Bakersfield Separation of Grade District is to separate dangerous at-grade crossings of streets with streets, and streets with railroads by means of underpasses or overpasses, thereby facilitating the flow of traffic and improving public safety.

The Greater Taft Economic Development Authority has the common power of the City of Taft and the County of Kern to establish and administer an economic growth and development program.

Historical Records Commission

The Historical Records Commission advises County Departments, and upon request, other public agencies within the County as to historical significance of various records in agencies’ custody; advises County Departments and other public agencies attempting to preserve, catalog, or exhibit historical records as to the best means of so doing.

Housing Authority of the County of Kern

The Housing Authority of the County of Kern sets policy for the operation of the Housing Authority of the County of Kern.

Human Relations Commission

The Human Relations Commission studies, evaluates, and recommends to the Board of Supervisors plans and programs to eliminate prejudice and discrimination as well as to promote and safeguard the equal rights of and respect for all people within Kern County in the areas of employment, education, housing, social and economic justice and to serve as the Kern County Equal Employment Opportunity Program Advisory body.

Juvenile Justice Coordinating Council (JJCC)

Kern County Hospital Authority Board of Governors

The Kern County Hospital Authority is subject to the provisions in Chapter 5.5 (commencing with Section 101852) of Part 4 of Division 101 of the Health and Safety Code, the Enabling Ordinance, and the provisions of the Bylaws for Governance requiring certain actions to be approved by the Board of Supervisors. Kern Health Systems Board of Directors

The Kern Health Systems establishes and operates a comprehensive managed care system to provide health care services, meets the problems of delivery of publicly assisted medical care in Kern County, demonstrates ways of promoting quality care and cost efficiency, negotiates and enters into contracts authorized by Welfare and Institutions Code Section 14087.38, arranges for the provision of health care services provided pursuant to Chapter 7, of Part 3, of Division 9 (commencing with Section 14000) of the Welfare and Institutions Code, and does all things reasonably related or incidental to those purposes.

North of the River Recreation and Park District

The North of the River (NOR) Recreation and Park District organizes, promotes, conducts and advertises programs of community recreation; establishes systems of recreation and recreation centers, including parks and parkways and acquires, constructs, improves, maintains and operates recreation centers within or without the territorial limits of the public authority.

Oak Grove Cemetery Board

The Oak Grove Cemetery Board governs and manages the affairs of the Cemetery, guided by laws and regulations set forth by the California Health and Safety Code and by regulations promulgated by the Kern County Board of Supervisors.

Parks and Recreation Commission

The Parks and Recreation Commission acts as advisor to the Board of Supervisors and to the Assistant County Administrative Officer for General Services on matters of policy related to parks and recreation.

Planning Commission

Solid Waste Independent Hearing Panel

The panel shall hear and determine appeals by the solid waste facility operators or permit applicants on the rulings, decisions, and determinations of the Local Enforcement Agency on permit conditions, enforcement actions, or the denial, suspension and revocation of permits. The Panel shall also hear petitions from persons alleging the Local Enforcement Agency has failed to act as required by law or regulation.

Solid Waste Management Advisory Committee

The Solid Waste Management Advisory Committee (SWMAC) reviews the County's current solid waste management system for adequacy and effectiveness; reviews the County's current plan for implementing solid waste management in the future; provides input through Public Works Department to County's engineering consultants related to solid waste management planning; and makes recommendations to the Board of Supervisors concerning solid waste management program of County.

South Kern Cemetery District

The South Kern Cemetery District governs and manages the affairs of the District, guided by laws and regulations as set forth by the California Health and Safety Code and by regulations promulgated by the Kern County Board of Supervisors.

Tehachapi Municipal Advisory Council (TMAC)

The Tehachapi Municipal Advisory Council advises the Board of Supervisors and, specifically the Second District Supervisor, on matters pertinent to the communities of Alpine Forest, Bear Valley Springs, Golden Hills, North Cummings Valley, Stallion Springs and the unincorporated areas surrounding Tehachapi.

Tehachapi Public Cemetery District

The Tehachapi Public Cemetery District governs and manages the affairs of the District, guided by laws and regulations as set forth by the California Health and Safety Code and by regulations promulgated by the Board of Supervisors.

Tehachapi Valley Recreation and Park District

The Tehachapi Valley Recreation and Park District acquires, constructs, and operates recreational facilities, employs persons to maintain and operate facilities, and enters into and performs all necessary contracts.

Treasury Oversight Committee

The Treasury Oversight Committee (TOC) reviews and monitors the Kern County Pooled Treasury Investment Policy and contracts for an annual investment program compliance audit.

Wasco Recreation and Park District

The Wasco Recreation and Park District organizes, promotes, conducts and advertises programs of community recreation; establishes systems of recreation and recreation centers, including parks and parkways, and acquires, constructs, improves, maintains and operates recreation centers within or without the territorial limits of the public authority.

West Side Cemetery District

The West Side Cemetery District governs and manages the affairs of the District, guided by laws and regulations as set forth by the California Health and Safety Code and by regulations promulgated by the Kern County Board of Supervisors.

West Side Mosquito and Vector Control District

The West Side Mosquito and Vector Control District exterminates mosquitoes, flies or other insects, abates stagnant pools of water and other breeding places, and any and all things necessary to carry out these objectives under the powers set forth under Section 2270 of the California Health and Safety Code.

West Side Recreation and Park District

The West Side Recreation and Park District organizes, promotes, conducts and advertises programs of community recreation; establishes systems of recreation and recreation centers, including parks and parkways and acquires, constructs, improves, maintains and operates recreation centers.

Wildlife Resources Commission

The Wildlife Resources Commission studies problems concerning the conservation and propagation of game birds, waterfowl, fish life and other forms of wildlife and makes appropriate reports and recommendations to the Board of Supervisors.
