Legal Authority:

Kern County Board of Supervisors Ordinance A-126 pursuant to Sections 31100-31113 of Government Code of State of California. Ordinance G-4944 amended January 24, 1989 setting compensation for members to $50 for each meeting attended. Ordinance G-8328, effective September 14, 2012 set compensation for members to $75 per meeting, with a maximum of $800 per month; Ordinance G-8488, effective July 11, 2014 increased maximum monthly compensation to $900 and increased the Secretary of the Commission's compensation for attending special meetings to $30.

Membership Qualifications:

Five (5) members appointed by the Board of Supervisors and selected from among qualified electors of Kern County.

Term:

Four-year staggered term.

Duties:

It shall be the responsibility of the Commission to • maintain an equitable and uniform procedure for dealing with personnel matters through a Civil Service Commission • place County employment on a merit basis for the purpose of obtaining the highest efficiency and assuring that the best qualified persons available shall be brought into the service of the County The Commission is responsible for all classified positions, adopting and enforcing rules, recruitment and testing, payroll and records management, classification maintenance, and conducting hearings upon appeals from employees.

Compensation:

$75.00 per meeting, with maximum of $900 per month.

Ethics Training:

Pursuant to State law, on or after January 1, 2006, any person newly appointed shall successfully complete a course in ethics training approved by the Fair Political Practices Commission and Attorney General. Each member is required to complete this training every two years.
