Legal Authority:

Established by Board of Supervisors Minute Order dated June 27, 1989. Minute Order of May 29, 1990, replaced General Services Director with Public Works Director. Minute Order of April 28, 1992, replaced Public Works Department with General Services Director and Resource Management Agency Director. Minute Order of January 11, 1994 dissolved the formal Committee. Minute Order of March 21, 1995, reinstituted the County's formal Debt Advisory Committee. Minute Order of May 30, 1995 revised Bylaws. Minute order of June 29, 1999 approved revised bylaws and amended meeting dates. Minute Order of June 4, 2019 approved revised bylaws and amended meeting dates.

Membership Qualifications:

The Debt Advisory Committee shall consist of three (3) voting members or their designees: Treasurer Tax Collector, Auditor Controller/ County Clerk, Public Works Department Director; two (2) non-voting members or their designees: Planning and Natural Resources Department Director and County Administrative Officer; and one (1) Legal Counsel: County Counsel.

Term:

To serve at the pleasure of the Board of Supervisors.

Duties:

The Committee shall: a) review and revise existing County debt policies, b) review all conduit and land-based financing requests, and c) make appropriate recommendations to the Board. The Committee's role may vary depending upon the purpose of the issuance as more particularly described in the County of Kern Debt Financing Policies.

Meeting Place and Time:

An annual meeting of the Committee shall be held in October of each year unless a special meeting is held during the calendar year which can take the place of the Annual Meeting. Special meetings shall be called as provided in California Government Code section 54956, as amended from time to time. Notice of all meetings shall be given and all meetings and Committee action shall be conducted in accordance with the Ralph M. Brown Act (Gov. Code ยง54950 et seq).
