Legal Authority:

Established by Board of Supervisors Minute Order of July 14, 1987. Amended by Minute Order of July 11, 1989, to increase membership with non-voting staff positions. Amended by Minute Order of May 22, 1990 to increase membership to add alternate representative to Ambulance Association. Amended by Minute Order of October 23, 1990 to establish alternate positions for each representative on EMCAB. Amended by Minute Order of December 11, 1990 to include two city representatives. Amended by Minute Order of March 26, 1991 to include an Alternate to the City Selection Committee and to the City Managers Association. Amended by Board of Supervisors action on June 16, 2015 to change City Managers Association to Kern Mayors and City Managers Group.

Membership Qualifications:

Twenty-one (21) members. The following organizations will have one (1) member and one (1) alternate member: • County Police Chiefs • County Fire Chiefs • County Medical Society • Kern County Hospital Administrators • County Ambulance Association • Board of Supervisors • City Selection Committee • Kern Mayors and City Managers Group One (1) member and one (1) alternate are chosen as representatives for both urban communities and rural areas from consumers of EMS services. The final member will be the Medical Director of the local EMS Department. Non-voting staff support provided by Public Health, EMS Division, CAO, and County Counsel.

Term:

Organizational members shall serve during tenure of office/position unless removed by Board of Supervisors. Consumer members shall be appointed by the Board of Supervisors to serve at the pleasure of the Board.

Duties:

It shall be the responsibility of the Committee to • review and evaluate County EMS services, facilities, and special problems • review and make recommendations concerning the County EMS Plan • advise the Board of Supervisors and the local EMS director as to any aspect of local EMS programs • review and approve procedures used to insure citizen and professional involvement in the planning process • perform statutory functions mandated to the Emergency Medical Care Committee • make recommendations regarding the appointment process of a local EMS Director • establish and conduct an appeals process to examine and decide grievances related to both administrative and consumer issues • establish subcommittees as may be needed
