Legal Authority:

Mandated by Assembly Bill 1682, Chaptered July 1999, Welfare and Institutions Code section 12301.3 was amended to require the appointment of an advisory committee prior to January 1, 2003. The Board of Supervisors established the Advisory Committee by minute order of January 25, 2000.

Membership Qualifications:

The Advisory Committee is made up of eleven (11) voting members appointed by the Board of Supervisors. These members consist of • six (6) consumers, one (1) appointed by each member of the Board of Supervisors and one (1) at large • one (1) member from the Commission on Aging • one (1) member from the County Administrative Office • two (2) Individual Provider members • one (1) member from the private sector of the Home Care Industry One (1) non-voting member, the Director of Aging and Adult Services Department, will serve as Secretary for the Committee.

Term:

General members shall serve two-year terms. The non-voting member shall serve for tenure of office.

Duties:

The goal of the Committee is to advise the Kern County Board of Supervisors, Aging and Adult Services Department and the Individual Provider Employer of Record on matters regarding the In-Home Supportive Services program.

Meeting Place and Time:

Aging and Adult Services Department Golden Generation Room 5357 Truxtun Avenue Bakersfield CA Third Thursday of alternating months at 1:00 P.M., unless changed by a vote of the Committee

Compensation:

Advisory Committee members shall serve without compensation, however, General Members shall be reimbursed their actual and necessary expenses incurred while performing their official duties.

Ethics Training:

Pursuant to State law, on or after January 1, 2006, any person newly appointed shall successfully complete a course in ethics training approved by the Fair Political Practices Commission and Attorney General. Each member is required to complete this training every two years.
