Established on July 23, 1928, pursuant to Chapter 6, Paragraph 8950 of the California Health and Safety Code.
The District shall be governed and managed by three (3) trustees as the petition for the formation of the district. The trustees shall be appointed by the Board of Supervisors from electors residing within the district.
Four-year staggered term.
It shall be the responsibility of the District to govern and manage the affairs of the District, guided by laws and regulations as set forth by the California Health and Safety Code and by regulations that are promulgated by the Kern County Board of Supervisors.

Trustees shall serve with compensation of $100 per meeting, not to exceed a total of $400 in any calendar month; necessary expenses of each member for actual traveling in connection with meetings or business of the board shall be paid.
Pursuant to State law, on or after January 1, 2006, any person newly appointed shall successfully complete a course in ethics training approved by the Fair Political Practices Commission and Attorney General. Each member is required to complete this training every two years.
