Legal Authority:

Established by Kern County Solid Waste Management Plan and Board of Supervisors Minute Order of September 16, 1980 to be implemented by Kern County Public Works Department; Minute Orders of October 13, 1981, January 5, 1982, February 8, 1982, February 21, 1984, November 10, 1987, March 15, 1988 and September 5, 1989 increased membership; Minute Order of April 9, 1985 changed name, scope and membership of committee; reconstituted as Solid Waste Management Advisory Committee (SWMAC) by Minute Order of January 28, 1986. By Resolution 90-151, the existing SWMAC to serve as the Local Task Force; by Minute Order of April 19, 1994, the composition of SWMAC was restructured. Resolution 95-433 approved amended bylaws adding alternate members; Resolution 2001-384 restructured the SWMAC and set rules for the conduct of meetings; Resolution 2002-013 designated restructured SWMAC as Local Task Force.

Membership Qualifications:

Nine (9) members and three (3) alternates consisting of the following representation: • Two (2) members from public at large—one from a city or unincorporated county area with mandatory or universal collection and one from a city or unincorporated county area without mandatory or universal collection • Two (2) franchise garbage haulers—one operating in Metropolitan Bakersfield and one operating in Non-Metropolitan Bakersfield • One (1) Recycler • One (1) member of the Bakersfield City Council and an alternate • One (1) member of the Association of Cities and an alternate representing cities in Kern County other than the City of Bakersfield • Two (2) members of the Kern County Board of Supervisors and an alternate

Term:

To serve at the pleasure of the Board of Supervisors.

Duties:

It shall be the responsibility of the Committee to • review the County's current solid waste management system for adequacy and effectiveness • review the County's current plan for implementing solid waste management in the future • provide input through Public Works Department to County's engineering consultants related to solid waste management planning • make recommendations to Board by periodic reports of committee concerning solid waste management program of County

Meeting Place and Time:
