Legal Authority:

Kern County Board of Supervisors minute order of September 14, 1998 established the South Valley Economic Partners; July 24, 2006, the Board of Directors changed the name to Arvin Development Corporation and adopted revised bylaws.

Membership Qualifications:

Seven (7) Directors, representative of the City of Arvin and its environs. The County Board of Supervisors and the Arvin City Council shall each appoint one (1) Director to the Board.

Term:

Two (2) years, except those appointments made by the County Board of Supervisors and Arvin City Council which shall serve at the pleasure of the appointing body. (Initial terms of non-appointed members to be staggered.)

Duties:

It shall be the responsibility of the Corporation to • assist in the development of the City of Arvin and its environs, and promoting and assisting the growth and development of business concerns, including small business concerns, in the area • improve the physical, economic or social environment of its geographic area of operation by addressing one or more critical problems of the area, with particular attention to the needs of persons of low and moderate income

Meeting Place and Time:

Location within City of Arvin unless decided otherwise by the Board of Directors. Specific location for each meeting is an agenda item approved at the previous meeting. For meeting information, contact Kern County Administrative Office as listed below.

Compensation:

None. The Board of Directors may, by resolution, provide for payments to members, directors, or officers, if any, to defray actual expenses incurred in pursuit of their corporate responsibilities and may compensate, at fair market value, services rendered in capacities other than member, director, or officer.

Ethics Training:

Pursuant to State law, on or after January 1, 2006, any person newly appointed shall successfully complete a course in ethics training approved by the Fair Political Practices Commission and Attorney General. Each member is required to complete this training every two years.
