Legal Authority:

Private Industry Council was established by Board of Supervisors Minute Order of January 4, 1983, pursuant to Job Training Partnership Act (JTPA); term of appointment changed by Minute Order dated October 9, 1984; increased membership by Board action dated November 10, 1998. Private Industry Council was replaced by the Workforce Investment Board (WIB) on January 4, 2000; Membership revised on May 3, 2011 and February 14, 2012. On July 22, 2014 the Workforce Investment Act was replaced by the Workforce Innovation and Opportunity Act (WIOA); on June 16, 2015 the Board of Supervisors approved a name change to the Workforce Development Board, effective July 1, 2015; on January 12, 2016, September 20, 2016, July 16, 2019, and April 18, 2023, membership was revised.

Membership Qualifications:

Membership of the local WDB shall be composed of members from the following categories: • business representatives • representatives of the workforce within the local area • adult education and literacy providers • institutions of higher education • economic or community development agencies • state employment services under Wagner-Peyser (one-stop partner program)—mandated by WIOA to serve on the board • vocational rehabilitation (one-stop partner program)—mandated by WIOA to serve on the board • other members deemed appropriate (e.g., non-mandated one-stop partners) Business representatives must make up a majority of the membership with a minimum of ten (10) members and two (2) of them representing small businesses. Representatives of the workforce within the local area must make up at least twenty percent (20%) of the membership and • shall include at least four (4) representatives of labor organizations and joint labor-management registered apprenticeships—State requires these representatives to make up fifteen percent (15%) of the membership • may include community-based organizations with demonstrated ability to serve job seekers with barriers to employment (e.g., veterans, individuals with disabilities, etc.) • may include organizations with experience and expertise in meeting employment, training, or education needs of youth including those out-of-school All other categories will have at least one (1) member

Term:

Three-year staggered term.

Duties:

It shall be the responsibility of the Board to • provide strategic planning, policy development and guidance, and oversight of the local workforce development system • support the grant recipient • ensure activities meet the needs of employers and support economic growth in the region • develop local and/or regional Workforce Development plan • negotiate local performance accountability measures • convene, broker, and leverage with local system stakeholders • conduct economic research and assist the Governor in developing the statewide workforce and labor market information system • with stakeholders, develop and implement career pathways and promising practices, including industry sector strategy and access via technology • ensure system access to individuals with disabilities • designate providers including those for youth, training and career services • perform additional review functions as required by local, state and federal law

Meeting Place and Time:

WDB members shall meet no less than four times a year; time and place to be announced by Chairperson or contact Employers' Training Resource Department.

Meeting Schedule/Agenda/Minutes

Compensation:

Members shall serve without compensation but shall be reimbursed for any actual and necessary expenses incurred in connection with their duties as WDB members which will be paid by Federal funds.

Ethics Training:

Pursuant to State law, on or after January 1, 2006, any person newly appointed shall successfully complete a course in ethics training approved by the Fair Political Practices Commission and Attorney General. Each member is required to complete this training every two years.
