9) Request of Galaxy Solar Storage, LLC for the Galaxy Solar PV and Storage Project, for land use entitlements necessary to construct and operate a 600 megawatt (MW) solar facility with associated 4 gigawatt-hour (GWh) battery energy storage facility on approximately 3,519 acres across 184 parcels south of California City, in southeastern Kern County, on the south side of Highway 58 approximately 2,900 feet east of Highway 14 and straddling the north and south sides of Silver Queen Road (S.D. #2)
The proposed Galaxy Solar PV and Storage Project would involve the construction and operation of a photovoltaic (PV) solar facility with associated infrastructure necessary to generate up to 600-megawatts (MW) of renewable electrical energy with up to 4 gigawatt-hours (GWh) of energy storage capacity (approximately 1,000 MW), on an approximate 3,519-acre project site, across 184 privately owned parcels, in an unincorporated area of southeastern Kern County. The proposal includes:
(a) Amendment to the Open Space, Land Use, and Conservation Element of the Kern County General Plan from Map Code 3.3 (Other Facilities) to Map Code 8.5 (Resource Management) (GPA #7, Map 212)
(b) Change in zone classification from A-1 (Limited Agriculture) to A (Exclusive Agriculture) on approximately 1,007.00 acres (ZCC #5, Map 195);
(c) Change in zone classification from A-1 (Limited Agriculture) to A (Exclusive Agriculture) on approximately 2,460.02 acres (ZCC #4, Map 212);
(d) Change in zone classification from A-1 (Limited Agriculture) to A (Exclusive Agriculture) to facilitate installation of offsite water storage tanks for construction and operations on approximately 20.00 acres (ZCC #5, Map 212);
(e) Conditional Use Permit to allow for the construction and operation of a solar facility up to 150 MW and associated infrastructure, including energy storage, a switchyard (Section 19.12.030.G), and temporary construction staging and equipment storage (Section 19.12.030.K) on approximately 974.95 acres in an A (Exclusive Agriculture) District (CUP #4, Map 195);
(f) Conditional Use Permit to allow for a temporary construction laydown area (Section 19.12.030.K) on approximately 25.08 acres of a 41.62-acre parcel (CUP #5, Map 195);
(g) Conditional Use Permit to allow for the construction and operation of a solar facility up to 450 MW and associated infrastructure, including energy storage, a switchyard (Section 19.12.030.G), and temporary construction staging and equipment storage (Section 19.12.030.K) on approximately 2,244.99 acres in an A (Exclusive Agriculture) District (CUP #7, Map 212);
(h) Zone Variance to authorize multiple parcels of substandard size ranging from 9.32 acres to 10.23 acres where a minimum of 20 acres is required in the A (Exclusive Agriculture) District (ZV #1, Map 195);
(i) Zone Variance to authorize multiple parcels of substandard size ranging from 2.59 acres to 10 acres where a minimum of 20 acres is required in the A (Exclusive Agriculture) District (ZV #2, Map 212);
(j) Amendment to the Circulation Element of the Kern County General Plan to eliminate future road reservations on section and mid-section lines (GPA #5, Map 195), specifically:

The proposed Airport Commerce Center Industrial Project would involve the development of four (4) industrial warehouse buildings totaling approximately 1,505,440 square feet consisting of 625,446 square feet for warehousing, 393,624 square feet for cold storage, 335,826 square feet for industrial manufacturing or assembly for a food/beverage company, 150,544 square feet for office space, and two (2) associated quick-serve restaurants totaling approximately 9,410 square feet on approximately 110 combined acres across six (6) privately owned parcels. The proposal includes:

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item within the 12 months prior to the final decision; and for 12 months following the date of the final decision, members of the Board of Supervisors shall not accept, solicit, or direct a campaign contribution of $500 or more from the applicant or contractor, their agent, or any financially interested participant. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the last 12 months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.
